Job Description
Proactively identifies and analyzes subcontracting issues, solving standard/routine subcontract activities. Keeps teams fully informed on all subcontract standards, plans and policies. Develops and maintains subcontract files in accordance with applicable governmental regulations and Deloitte's procurement policies and practices. Ensures the timely filing and reporting of subcontract data entry into various systems and monitoring of data updates.
Ability to effectively and persuasively communicate and collaborate with peers, internal leadership, and clients. work alongside a team of subcontract professionals to support 3 rd party federal contingent procurements/onboarding and maintenance.
'The role is responsible to identify, onboard, and maintain contractor resources on client engagements and is performed within the firm portals of CWS. Contingent Workforce Services (CWS) is an integral component of the GPS Contracts – Contingent Staffing Solutions (CSS) group. The mission of CWS is to provide client service engagements with the highest quality third party contractor resources at the most competitive prices.
The work you will do
Specific Functions
- Independently conducts reviews of complex subcontract actions in all phases of the subcontract life cycle - develops and implements tactical action plans to address risks and opportunities. Proactively provides support to the development, review, and negotiation of subcontracts, modifications, and teaming agreements consistent with company policies.
- Collaborates with other enabling areas to address complex subcontracts administration and proposal challenges.
- Create subcontractor resource requests in proprietary vendor management system and broadcast requests to the designated Supply Chain so that the suppliers can respond with qualified candidates.
- Analyze supply chain responses by performing risk-factor analysis and pre-screening candidate resumes to match requirement specifications (technical and functional) and advise Sr./Lead Administrator on which candidates should be forwarded to projects for consideration.
- Facilitate and schedule candidate interviews.
- Facilitate the hiring process, including rate and other negotiations as needed, and generate legal documents, such as work orders and non-disclosure agreements.
- Bring subcontractor issues to resolution for suppliers and projects, including, but not limited to: Resolving subcontractor delivery problems, enforcing our national supply chain, mitigating the legal risk associated with subcontracting, and executing special projects at CWS leadership’s request.
- Organize and maintain contract data pertaining to the procurement lifecycle according to the Federal Acquisitions Regulations (FAR) in firm data repository systems, Costpoint, VantagePoint, and OpenText
- Process Costpoint Requisitions
- Review and obtain compliant data from Vendor Portal
- Build FAR compliant procurement files in Microsoft OpenText
- Perform administrative tasks, reporting, reconciliation and other tasks as necessary.
Qualifications And Preferred Skills
- 5-7 years’ experience in contingent staffing, vendor management, contracts or procurement
- A minimum of 5 years-experience with MS Office tools - Outlook, Word, Excel & ease of using various search browsers like Internet Explorer, Edge, Chrome, FF etc.
- Strong prioritization & organizational skills, ability to balance multiple high priority tasks and re-prioritize as needed along with careful attention to detail.
- Ability to operate in a fast-paced team environment and make significant contributions toward achieving team goals and objectives.
- Excellent written and verbal communication skills.
- Ability to use internal databases and applications available to research
- Familiar with contractual and regulatory requirements (ie. FAR, DFAR, AIDAR, etc.) to ensure all procurement activity performed is completed in a compliant manner and in accordance with company policies and procedures
